News From Our Assignor:

Hi everyone. I hope you've had a pleasant Fall season. Please check out the new registration procedure at Mass Ref.net (see below).

It's time to get re-certified. There is a local class being held December 15 in Hyannis. Register now before it fills up.

We are always looking for new members. To be a Grade 9 Referee you must be 11 years old by either April 1 (for spring) or September 1 (for fall) prior to the upcoming playing season. As a Grade 9 you are eligible to:

* Referee 11 v 11 games, under-14 and below, in town (non-travel)

* Referee all small-sided games, under-14 and below

* Assistant Referee all games, under-14 and below

A Grade 9 referee is eligible to take a Grade 8 course after two years of experience as a Grade 9 referee or when he/she turns 15 years old.

Adult candidates who wish to referee at the "Above 14" level must complete the Grade 8 certification.

FIFA Laws Of The Game

Here's a major difference in penalty kicks for those of us that also referee in the MIAA school format. It involves "feinting" by the kicker. This is from a position paper at the MA Sate Referee site:

"The 115th Annual Meeting of the International Football Association Board (IFAB) met on March 10, 2001, and dealt with various matters, including its publication last year of a revised Questions and Answers on the Laws of the Game. Question 10 under Law 14 reads:
A player taking a penalty kick feints before kicking the ball. Is this permitted?
Yes.
The International Board has reasoned that, since a penalty kick is awarded for a violation which otherwise would cause play to be restarted with a direct free kick, the team taking the kick should have at least some of the same latitude which is given for a direct free kick restart.

Important SCSL Rules of Play Changes for 2007
Selected Rule Changes-Please review the original document at SCSL:

Section 7:
E) For the U 08 through U 12 Age Groups
1) Number of Players on the Field shall be
U 08 Six (6) for each team, including the goalkeeper. (6 v 6) Minimum number is 4 players to start a game
U 09 - Six (6) for each team, including the goalkeeper. (6 v 6) Minimum number is 4 players to start a game
U 10-12 - Eight (8) for each team, including the goalkeeper. (8 v 8) Minimum number is 7 players to start a game

2) If the goalkeeper kicks the ball into the opposing team's penalty area without touching the ground or a player, an indirect free kick shall be awarded to the opposition from the half field line.

4) All FIFA rules shall apply except as modified in these Rules of Play for the U-8 through U- 12 age groups.

5) For the U-8, U-9 and U-10 age groups, FIFA red card rules apply except that a red-carded player can remain in the team area. The player shall remain the responsibility of the coach(es) and can be substituted for at the next normal substitution opportunity.
